The American Recovery and Reinvestment Act (ARRA) requires that all iron, steel and manufactured goods used in public works jobs are produced in the U.S. This provision ensures the support of domestic companies and domestic workers, in order to increase job opportunities and stimulate the economy. In 2009, the ARRA allocated $787 billion for a wide range of federal programs to support job growth. ARRA Section 1605 states that infrastructure projects involving construction, alteration, maintenance or repair of public buildings or public works must be accomplished using iron, steel and manufactured goods produced in the U.S. This means that solar panels used in public works projects must be developed in the U.S. along with the components. By using FLEXcon’s U.S. manufactured backsheets, photovoltaic manufacturers are able to provide their products to public buildings or public works projects, dramatically increasing their revenue opportunities.
